{"id":416,"date":"2019-03-05T11:28:47","date_gmt":"2019-03-05T11:28:47","guid":{"rendered":"https:\/\/news.dorsetforyou.gov.uk\/digital-first\/?p=416"},"modified":"2019-03-05T11:28:49","modified_gmt":"2019-03-05T11:28:49","slug":"making-it-easy-to-pay-online","status":"publish","type":"post","link":"https:\/\/news.dorsetcouncil.gov.uk\/digital-first\/2019\/03\/05\/making-it-easy-to-pay-online\/","title":{"rendered":"Making it easy to Pay online"},"content":{"rendered":"\n<p>Whether it&#8217;s a parent paying for a\nschool trip, the authority accepting donations to one of its charitable causes,\nsomeone paying for a printout of a historical document, a place on a training\ncourse, or a subscription to <a href=\"https:\/\/www.dorsetfoodanddrink.org\/\">Dorset\nFood and Drink<\/a>, the act of making a payment online is a repeatable\ntask.&nbsp; This is why the development team identified this as an area where\nprocesses could be streamlined, delivery times reduced, and the whole\nexperience improved. <\/p>\n\n\n\n<p>It made no sense that a service\nwanting to receive a new type of payment online meant that a brand new solution\nhad to be commissioned and developed each time, this can be expensive and\nlongwinded. The time taken to do this in the past often meant that the window\nof opportunity was missed and the value of receiving payments coming into the\nauthority electronically was not realised. <\/p>\n\n\n\n<p>Through discussion with colleagues\nin Finance, we agreed that accepting payments online was a must-have in today&#8217;s\ndigital world, with the ability to enable this quickly and easily.&nbsp; We\ncame up with 3 objectives:<\/p>\n\n\n\n<ol><li>Enabling a new service to receive payments online should not be a technical task.\u00a0 The Accounts Receivable team should be able to do this      themselves without the involvement of ICT.<\/li><li>Monies coming into the authority electronically should be automatically reconciled and recharged to the appropriate budget.<\/li><li>The solution should continue to be easy &amp; secure for a citizen to pay Dorset County Council electronically.<\/li><\/ol>\n\n\n\n<p>Having defined these objectives we started to map-out how the process could work. We quickly identified that at the heart of this was a generic, re-usable ePayments engine that made it all possible.\u00a0 We started to look at what would be required for this engine and how we would develop it, when I read <a href=\"https:\/\/gds.blog.gov.uk\/2017\/09\/12\/local-government-pay\/\">this blog<\/a> from the Government Digital Services (GDS) team.\u00a0 The GDS team had built their reputation of building solutions that made it simple for people to consume complex services, online. \u00a0I was aware the <a href=\"https:\/\/www.payments.service.gov.uk\/\">GOV.UK Pay<\/a> was available to central government, but I wasn&#8217;t really sure how it fit into the process, it soon became clear that this was the generic, re-usable ePayments engine that we were going to build ourselves, and using GOV.UK Pay would save us time and resource. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" width=\"1024\" height=\"445\" src=\"https:\/\/news.dorsetforyou.gov.uk\/digital-first\/files\/2019\/03\/gov-pay-1024x445.jpg\" alt=\"\" class=\"wp-image-418\" srcset=\"https:\/\/news.dorsetcouncil.gov.uk\/digital-first\/files\/2019\/03\/gov-pay-1024x445.jpg 1024w, https:\/\/news.dorsetcouncil.gov.uk\/digital-first\/files\/2019\/03\/gov-pay-300x130.jpg 300w, https:\/\/news.dorsetcouncil.gov.uk\/digital-first\/files\/2019\/03\/gov-pay-768x334.jpg 768w, https:\/\/news.dorsetcouncil.gov.uk\/digital-first\/files\/2019\/03\/gov-pay.jpg 1998w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>We have now embedded GOV.UK Pay\ninto our overall solution, new services can be setup in less than a day to\nreceive ePayments.&nbsp; We have a process that takes the money received in our\nbank account, uses GOV.UK Pay to lookup what services that money was received\nfor and automatically recharges the service budget(s) in our central finance\nsystem.&nbsp; We even have the ability for a customer to make a payment against\na specific invoice that they have received from us, which will then be fed back\ninto our finance system and pay against their account. &nbsp;<\/p>\n\n\n\n<p>We are fortunate to have the skills\nto develop this functionality ourselves, integrating GOV.UK Pay with many of\nour existing web pages, whereas a lot of other organisations have to rely on\nexternal companies to develop these solutions on their behalf.&nbsp; GDS do\nprovide the option of a &#8220;Simple Payment&#8221; which means that a service\ncan be set up to receive electronic payments without the need of a website to\nlink to it.&nbsp; Using a URL that is generated by GOV.UK Pay, you&#8217;re able to\nsend this link in a letter or an email to a customer, who can then simply go to\nthis address and make a payment of either a set amount or an amount they enter\nthemselves, all without the need of any technical development.<\/p>\n\n\n\n<p> The jigsaw that is GOV.UK Pay sitting alongside our own developments, all supporting the services provided to our citizens is a brilliant example of the public sector working in harmony.
