Managing COPI – The DCR Approach

As part of the Government’s response to the COVID pandemic a special notice (COPI) was put in place which meant that the training for the Dorset Care Record (DCR) wasn’t mandatory. This meant that we were able to welcome a significant number of additional users to the system in a very short space of time. The COPI notice expired earlier this year and, to try to ensure continuity of access, we have created a process to assure compliance with Information Governance or DCR mandatory training. Further DCR Autumn Training Sessions as we approach 5,000 trained users

Our training manager Laura Bonner is organising a series of facilitated webinars for staff over the next couple of months.

The training sessions come at a time when there is growing interest in our Shared Care Record. Latest figures show that nearly 5,000 health and social care professionals have completed our mandatory training around information sharing and security. Feedback from our mandatory training module on information sharing and security

We are nearing our target of having 5,000 trained users across our health and social care partners completing our mandatory training module on information sharing and security by the end of the year.

DCR Training: New booking system

Our training manager Laura Bonner is launching in January a new way to book on our mandatory facilitated training webinar on information sharing and security.

Rather than emailing the DCR training mailbox, staff can now book themselves directly onto the Teams webinar. And if staff find themselves unable to attend the booked session, they can unbook or simply book themselves on another date.

Laura said: “Hopefully, this new streamlined process will be smoother for everyone.”

Additional training dates set up for the Dorset Care Record

 We have now added a further 7 dates to the calendar over the next 3 months (effectively now delivering the webinar on a weekly basis). Anyone wishing to book a space on the 30 minute webinar needs to email dcrtraining@dorsetcouncil.gov.uk with their name, job title and preferred slot. Updated training – Information Sharing and Security Module

We have now modified our “Information Sharing and Security” mandatory module to try and make it less burdensome for health and social care professionals.

Although, it doesn’t technically reduce the content of the module, it does cut the number of slides by around a dozen in the menu. It also provides a different, interactive way to deliver some of the content, which may help those taking part in the training.

The action follows criticism and a certain reluctance to undertake the mandatory training module.

Mandatory Training – An Overview

DCR is continually updating and adding training modules for users.

Currently there are nine modules:-

Information Sharing and Security (mandatory)

Introduction

Navigation

Radiology, Pathology and Referrals

Allergies

Discharge Medications

Collaborative Worklists

Maternity Pathway – Midwives

Maternity Pathway – Admin

 

ONLY THE INFORMATION SHARING AND SECURITY MODULE IS MANDATORY.  This is not a Data Protection (DP) and Information Governance (IG) module, although it does touch on both but only as a reminder to your organisation’s DP and IG training.

Accessing the DCR allows personal data from all the DCR partners to be viewed by users. The purpose of this mandatory module is:-

  • To understand the legal responsibilities of viewing records on DCR
  • To understand user responsibility to protect information particularly as the personal data is from different organisations
  • To understand how to record an information sharing discussion – mandatory training is one of the stipulations from the Information Commissioners Officer which enabled DCR to move away from a consent model
  • To understand the opt out process
  • To understand the security measures in place to protect personal data in the DCR

 

Access to the DCR is given on successful completion of the mandatory training assessment.

The training is on-line for the most part but facilitated e learning can be arranged from time to time to enable staff to move away from their workplace to undertake the training.

It is difficult to give an exact time for the duration of the training as everyone is different but on average it takes approximately 45 minutes to complete the mandatory module.

When a training module is updated the DCR staff website is updated and an email is sent out to all existing users to enable them to update their training where necessary.
